From the supplier: William Cline's book, 'The Economics of Global Warming,' provides a thoroughly careful and fully transparent analysis of the economics of global warming. His conclusion, that an aggressive program of abating greenhouse gas emissions is warranted, rests heavily on lowering the discount rate used in cost-benefit analysis to 2%. Such a recommendation, however, may ultimately result to counterproductive consequences. The wealth passed on to future generations will be reduced if policymakers routinely accept investments that offer less than the best return. Too low a rate will induce capital intensive pattern of development and promote investments with high up-front costs that could be harmful to the environment. Furthermore, lowering the discount rate is an imperfect and often misleading tool for capturing uncertainty and for dealing with large irreversible impacts.
